Naturvårdsverkets strategi för information om miljötillståndet i havet till målgrupper med grunda förkunskaper om havsmiljö

Naturvårdsverket har ett övergripande ansvar för informationen om miljötillståndet i havet. En bra information om havstillståndet till grupper med grunda förkunskaper bidrar till att skapa uthållighet i miljöarbetet och insikt om att problemen i havsmiljön kommer att ta lång tid att lösa. Informationsinsatserna bör bestå av en kombination av många olika åtgärder som utförs kontinuerligt. Fokus i informationen bör ligga på att koppla ihop informationen om tillståndet i havsmiljön med möjliga lösningar på problemen.

Nyckelord för informationens utformning är målgruppsanpassning och noggrann analys av vilket innehåll och presentationsform som är relevant för vilken grupp.

Strategin kommer att utvecklas och genomföras successivt. Resultaten från Havsmiljöutredningen (M 2006:05) och EU:s marina strategi kommer att påverka det fortsatta arbetet.

Gällande sitt interna arbetssätt kommer Naturvårdsverket att vidta åtgärder för att vidareutveckla sin kommunikationsplanering, speciellt när det gäller att sätta tydliga kommunikationsmål för havsmiljöinformationen. Åtgärder vidtas också för att skapa ett effektivt utnyttjande av informationskanaler, bl.a. genom förbättrad distribution av informationsmaterial, och för att öka tydligheten om vilka målgrupper som gäller för olika verksamheter inom myndigheten. Ökad intern samverkan för att utnyttja fler av verkets externa kontaktytor för att informera om miljötillståndet i havet ska prioriteras.

Grundinformation om havsmiljötillståndet tillgängliggörs i första hand via webbplatsen www.naturvardsverket.se, för att leva upp till intentionerna i Århuskonventionen. Speciella system för indikatorpresentationer för allmänheten bör dock inte byggas upp, eftersom efterfrågan är låg och systemen resurskrävande. Istället bör befintliga indikatorsystem vidareutvecklas med målsättningen att göra dem lättare att förstå och använda för fler målgrupper.

Naturvårdsverket kommer att utveckla riktad information till grupper som är viktiga för att nå miljökvalitetsmålen Ingen övergödning och Hav i balans samt levande kust och skärgård. Information som kan fungera som beslutsunderlag för den enskilda individen ska prioriteras. Huvudinriktningen på informationen är uppsökande information, som ska finnas tillgänglig i de sammanhang och situationer där den behövs.

Naturvårdsverket ska presentera en helhetsbild av miljötillståndet i Östersjön och Västerhavet. För att öka aktualiteten kommer en kort, lättförståelig beskrivning av helhetstillståndet i havsmiljön publiceras varje år på verkets webbplats. Underlagethämtas från den nya nationella marina rapporten. En populär version bör även ges ut i tryckt form och finnas tillgänglig på bl.a. havsnära naturum. Presenterad information ska ge sammanhang genom att ta upp hela kedjan tillstånd, orsak, vad samhället gör och vad individen kan göra.

Samarbete med andra myndigheter och intressenter kommer att prioriteras. Naturvårdsverket kommer att göra en tydligare beskrivning av sitt ansvar för havsmiljöinformation och dokumentera och kommunicera denna internt och med externa samarbetspartners. Information om miljötillståndet i havet bör finnas med på agendan i de nya forum som finns för myndigheter, näring och intresseorganisationer kring havsmiljörelaterade frågor. Samordningsvinster går att göra, bl.a. när det gäller produktion av informationsmaterial. Samarbeten med olika intresse- och branschorganisationer bidrar till att informationen om miljötillståndet sätts in i ett sammanhang och därmed blir meningsfull för mottagaren.

Naturvårdsverket ska också, relaterat till sitt övergripande ansvar för informationen om miljötillståndet i havet, kunna initiera informationsinsatser genom kontakter med andra myndigheter och organisationer. Vägledande i det arbetet är de informationsbehov som identifierats inom ramen för de målvisa utvärderingarna av miljökvalitetsmålen, i samband med den pågående fördjupade utvärderingen.

Att göra det lättare att hitta fram till den stora mängd information om havsmiljö och miljötillstånd som redan finns är en viktig fråga. Naturvårdsverket kommer därför att verka för en fortsatt utveckling av ”vägvisarfunktionen” hos de marina forskningscentras gemensamma webbportal www.havet.nu.

Att förbättra havsmiljön är ett långsiktigt arbete och det är därför viktigt att intresse och engagemang väcks redan i skolan. Naturvårdsverket kommer därför att främja produktion av undervisningsmaterial som underlättar undervisning som rör miljötillståndet i havet för äldre skol- och gymnasieelever.

För att öka förståelsen hos en bredare allmänhet för havsmiljön kommer Naturvårdsverket att fortsätta sin satsning på att utveckla naturum i marina miljöer. Informationen i naturum ska ge en aktuell, målgruppsanpassad bild av miljötillståndet i havet.

Strategy of the Swedish Environmental Protection Agency forthe provision of information about the environmental state ofthe seas to target groups with limited prior knowledge about themarine environment

The Swedish Environmental Protection Agency (EPA) has overall responsibility for information about the environmental state ofthe seas. The provision of good information about the state of the marine environment to groups whose prior knowledge about the subject is limited will help enhance the durability of environmental work and create an understanding that the problems of the marine environment will take a long time to solve. The informational efforts should consist of a combination of a wide range of measures which are carried out on an ongoing basis. The focus of this information should be on linking information about the state of the marine environment with possible solutions to the problems.

Keywords for the design of information are adaptation to the needs of the target groups and careful analysis to determine relevant content and presentation forms for individual groups.

The strategy will be developed and implemented progressively. The findings of the government inquiry on the marine environment (M 2006:05) and the EU Marine Strategy will influence future work.

As regards internal working methods, the Swedish EPA will take measures to further develop its communication planning, in particular as regards the setting of explicit communication objectives for information about the marine environment. In addition, measures will be taken to ensure the efficient use ofinformation channels, such as by improving the distribution of information materials, and to make it clearer what are the target groups for the Swedish EPA’s various activities. Enhanced internal cooperation to ensure that a larger number ofthe Swedish EPA’sexternal interfaces can be used to provide information about the environmentalstate ofthe seas will be a priority issue.

Basic information about the state ofthe marine environment will be made accessible primarily through the main website oft he Swedish EPA (www.naturvardsverket.se), in line with the intentions of the Aarhus Convention. However, no special systems to present indicators to the general public should be built, given that demand is weak and such systems require substantial resources. Instead, the existing indicator systems should be further developed with a view to making them easier to understand and use for additional target groups.

The Swedish EPA will develop targeted information for groups whose involvementis important in order for the environmental quality objectives ofbZero Eutrophication and A Balanced Marine Environment, Flourishing Coastal Areas andbArchipelagos to be attained. Priority should be given to information which can help individuals make their own decisions. The main focus of information provision will be on outreach, to ensure that information is available in the contexts and situationswhere it is necessary.

The Swedish EPA will present an overall picture of the environmental state of the Baltic and North Seas, including the Kattegat and the Skagerrak. To ensure the timeliness of the information provided, a brief and easy-to-understand description of the overall state of the marine environment will be published each year on the Swedish EPA’s website. These descriptions will be based on the new National Marine Report. In addition, a printed popular version should be published and made available at naturums (visitor centres) located close to the sea and at other relevant locations. The information presented should create a sense of coherence by dealing with the entire chain: state, causes, actions taken by society and actions which individuals could take.

Cooperation with other government agencies and stakeholders will be a priority issue. The Swedish EPA will draw up a clearer description of its responsibility for information about the marine environment, and this description will be documented and communicated internally and to various external partners. Information about the environmental state of the seas should be on the agendas of the new forums where government agencies, business and industry and NGOs are to discuss issues related to the marine environment. There are possible economies of coordination, for instance in the production of information materials. Cooperation with various NGOs and industry associations will help to place information about the environmental state in context, so that it becomes meaningful to the audience.

As part of its overall responsibility for information about the environmental state of the seas, the Swedish EPA will also be able to initiate informational efforts through contacts with other government agencies and organisations. The guiding principle of such work will be the information needs identified in the framework of the evaluations of the individual environmental quality objectives made as part of the ongoing in-depth evaluation.

Making it easier to find one’s way in the vast amount of information which already exists about the marine environment and its state is an important issue. The Swedish EPA will therefore strive to promote the further development of the ‘guidancefunction’ of the joint web portal of the marine research centres (www.havet.nu).

Improving the marine environment is a long-term process. This makes it important to create interest and build commitment already at school. The Swedish EPA will therefore promote the production of materials to facilitate teaching about the environmental state of the seas to secondary-school pupils.To enhance understanding of the marine environment among the wider public, the Swedish EPA will continue its efforts to develop naturums (visitor centres) in marine settings. The information provided at such naturums will give a picture of the environmental state of the seas which is up to date and adapted to the needs of the target groups.
